Pedal to the floor

Guys i have replaced nearly every component in my brake system including front dics, calipers, pads. ALL brake lines hard and flexy, rear shoes and new master cylinder.
I filled the master up with fluid and proceeded to pump the pedal but the pedal will not return from the floor.
Can someone tell me if this is because the system is dry and until there is some resistance from fluid in the lines the pedal will continue to stay on the floor unless i pull it back up. i havent removed and cant find any return springs on the pedal, i thought there was a spring in the master cylinder that returns the pedal.

Both clutch and brake pedals are supposed to have return springs. The springs are both the same.

Ok thanks very much for that. Im coming to the end of my build and i dismantled so long ago i just couldnt remember. Ill double check tonight.
